I opened the door and stepped in. I looked at Lucius Malfoy with a superior expression, while I let my eyes give the impression of total indifference. "Ah, Mr. -" I said in a bored voice, and leaned back to look at the name on the sign on the door. "Malfoy?" I said unsurtenly, as if he should confirm the name on the door sign was correcly written. "My name is lord Rydiger von Heap, I'm from the German Ministry of Magic." I stretched out my hand and walked a little closer, as if to give a handshake. I must say I was very I must say I was very pleased with myself. One of my many talents was that I knew how to camouflage and disguise myself. If I wanted, I could talk to even the best of friends and make it look like as if we don't knew each other at all. "I sent you a letter earlier in which I announced my arrival." I spoke very loudly, in case anyone outside the office could see and hear us. It was perhaps wise to keep a neutral tone to Lucius, as the fact that several of the ministry's employees still doubted him could lead to making it more difficult to gain influence, which could come in handy to help the Dark Lord to take over the Ministry of Magic . I put my hand in my pocket and pulled out a parchment that looked really officially and rolled it out carefully and handed it to Lucius. "All necessary information is written in this document." I explained calmly. The parchment was blank, to confirm that this was an act in line with what Lucius himself was involved with. "I could use your help, Mr. Malfoy. May I sit down?"

And if, and only if, The International Confederation of Wizards has reason to belive that a magical community is going to fall into a series of events that will reveal the existence of the wizarding world, The Supreme Mugwump of the International Confederation of Wizards will be sent to the current location with with the authority to assist the current Ministry of Magic out of the problem. He or she will have a power that can only be surpassed by the Ministry's Minister for Magic." I stopped a moment to let him get everything. "I am the current Supreme Mugwump, and I'm sent to - ah, help the Ministry against this threath." I flicked my wand, and it appeard words on the blank paper: My influence in this matter will be useful for the Dark Lord. I looked at Lucius. "When I tried to introduce myself to Robards, he threatened to jinx me." I continued sharply. "I would like you to talk to him, because this is a matter of International Law, and he has to keep that in mind, whether he likes to read textbooks or not."

*He listened to what Heap had to say and despite knowing that Robards was a powerful opponent to the Dark Lord he had to go by the law as he knew it.*
I am afraid sir, that you have no power here until the breach is made. There is no law against potential events that have not happened yet.
*He looked back at the parchment. Clearly, the plan to throw out fabricated laws to scare people into obedience worked with lower ranks. But true officials knew the rules well.*
If this has anything to do with You-Know-Who, then I am afraid that we will have to cease further discussion on the matter.
But be reassured, I will have a word with Robards. Threatening foreign dignitaries just won't do.

"Well, the thing is that you do actually have made such a breach." I said, as I tried to sound important. "Last year, actually. Just a week after Dumbledore was removed as the Supreme Mugwump." I smiled, while pulling up yet another document, but this one was looking offical as well, but it actually confirmed that such an agreement was prepared, signed by the previous Minister for Magic Cornelius Fudge. "The previous Minister signed the Ministry in." I said clamly. "You may ask Fudge himself, as I heard he still are workning in the Ministry?" I vawed my wand, and it appered several more words on the first paper: With some help of the memeory charm and an imperius curse.

Heap. You know full well that the Minister is entitled to contact the muggle minister. Now, if you're asking me to forge documents... you are in the wrong place.
*His tone was serious. He was not keen on the idea of talking conspiracy in his workplace.*

Nevertheless, I doubt very much that our current Minister will go along with this. He has selected his staff specially, and will not approve of any interference.
And I'm sure that he will be aware that you have little jurisdiction outside of the International Confederation itself.
*He places the form down on his desk.*
In my opinion, there are too many legal problems with this. You're being rather ambitious with your plan.
*He hushed his voice.*
You will be better off trying to curry favour with some of the higher ranking officials and gaining their support. You wouldn't get far without some serious backing anyway.

I sighed heavily and folded document with Cornelius Fudge's signature. "You are probably right, Mr. Malfoy." I said quietly. "I went too fast on the program." I got up from the place I had sat and nodded a thank you to Lucius. "Thanks for the advice, Mr. Malfoy." I said politely. "It was everything. Thank you for taking the time to talk with me." I muffled my voice too, as I whispered; "But I can probably count on your support, Lucius?"

If we are talking about removing Scrimgeour, then you have my support.

I smiled and nodded. "Of course." I whispered. "But he must be surrounded by our people before we strike." I explained. "I have a plan. As have such skill about the Imperius Curse, and knowledge about it few others have. I know that this hypnosis spell can affect physical capabilities, such as forcing a victim a task such as being stronger or casting spells far above their level. I'll use it to make that clown Gilderoy Lockhart kill of some of the Aurors for me. Perhaps Robards, if he can manage it. Of course, I will make sure to confund him so he belive Bellatrix Lastrange imperiused him, if he gets captured. As she allready is wanted by the Ministry and they can't find her anyway, I'm sure she won't mind?" I smiled. "And then, I can through the confuderation place myself as temporarily Head of the Aurors, and tell them to go to a mission, that is an ambush. If all the Auror gets killed in one big blow, the Ministry gets far more vulnerable. Bom, problem solwed."
