Right. First things first. If you are going to be helping us, I want to hear none of this going around announcing to the world your name and rank. I think it's best that we don't alert the general public that officials from other countries are getting involved in our affairs. It will cause unnecessary panic and scandal. We do not need that.

As you perhaps know, my son, Phillip Heap, was a Death Eater, and was killed by the Auror Alastor Moody before the fall of that Dark Lord of yours, Phillip died in 1979, while You-Know-Who lost his powers in 1981, I think." He explained. "My wife and I got divorced when he was only eight years old. And she took him away from me. And one day, I got a letter for Cornelius Fudge, stating that he was killed in a battle when he and other Death Eather tried to kill a Auror. Anyway, I can use that as a excuse to join their ranks, I can be the Ministry's private spy and will do what I can you both help you in and out of Azkaban, and perhaps silently sabotage some of You-Know-Who's plans too, if I can manage it. A old, but skilled wizard who wishes to join the ranks of the Dark Lord himself to take his son's place can seem very convincing, don't you think?" He smiled.

I think you will find that I... am Minister now, and any rulings, made by Fudge or not, can be ruled out by me.
I find it hard to believe that Fudge would sign something like that anyway. He was always trying to break down the barriers between Wizard-kind and muggles.
Enough about that though. There are more important things to deal with.

There's nothing to stop you acting on your own authority via the German Ministry, but I don't feel comfortable giving away our secrets to outsiders.

You can place as many spies into the Dark Lord's circles as you wish, but the fact is that they have a greater chance of being discovered, as anyone who is employed in this Ministry would probably be suspected sooner or later. Me, on the other hand, is a stranger who is in the family of a Death Eater, and I've less or nothing to do with this Ministry at all. The only question is whether you are able to take advantage of the situation, or let the suspicion ruining a golden opportunity."

Carry on as you wish. If you have some profound ability to gain favour with the Death Eaters that my people do not, then by all means have a go.
I do wonder why the Death Eaters would be less suspicious of the Supreme Mugwump than of a spy... undercover... doing their job... properly.
Just do one thing for me. If you do decide to go ahead with your plan, don't get in my peoples way.

Entering the Ministry*He managed to find the right floor at least. Everything was so confusing. He had no idea why he was doing what he was doing, but he was on the way to kill the Minister of Magic. For no reason he could think of. All he knew was that was why he was here. He could hardly think of anything else except what he was doing here.* *He pulled his wand from his robe, and looked at it, knowing it would be the weapon used to murder a man he had never met and really had nothing against. Why was he here?* *He knocked on the door. Do murderers knock? It didn't seem like something a murderer would do. Well, that mistake had already been made. Maybe he should go along with it. What should he do when he was invited in? Blast a curse straight away? That would be rude. He should at least introduce himself. Everyone had a right to know their mother, and a murderer was like the opposite of that, so the same rules apply... maybe.*
